Control Fugitive Dust

The “Control Fugitive Dust” strategy in the PTCA Plan is designed to reduce exposure to airborne particulate matter (PM2.5 and other fine particles) by better managing and minimizing fugitive dust emissions, especially beyond facility boundaries, from industrial and commercial operations within the Richmond, North Richmond, and San Pablo area. These emissions arise from sources such as material stockpiles, vehicle and freight movement, processing activities, and unpaved surfaces, all of which can release dust that impacts nearby neighborhoods and sensitive receptors.
